Bisnis, JAKARTA – Pungutan ekspor dan kewajiban penjualan dalam kemasan pada tahun depan akan mendorong pasokan minyak goreng di pasar dalam negeri.
Direktur Eksekutif Gabungan Industri Minyak Nabati Indonesia (GIMNI) Sahat Sinaga memperkirakan industri minyak goreng Indonesia pada tahun depan tumbuh 3% secara tahunan.
Hal tersebut terjadi lantaran adanya kebijakan wajib penjualan minyak goreng dalam kemasan dan penerapan kembali pungutan ekspor minyak kelapa sawit mentah (CPO) dan produk turunannya yang sama-sama diterapkan mulai 1 Januari 2020.
“Dua kebijakan ini tidak secara langsung korelatif, namun saling melengkapi guna meningkatkan daya tarik melakukan produksi dan peningkatan industri hilir CPO, terutama minyak goreng,” katanya kepada Bisnis, Senin (7/10).
Dia mengatakan bahwa kebijakan wajib penjualan minyak goreng dalam kemasan akan menambah permintaan terhadap komoditas tersebut hingga 840.000 ton mulai tahun depan. Angka tersebut diperoleh dari 20% kebutuhan minyak goreng curah tiap tahun yang mencapai 4,2 juta ton, yang selama ini diisi oleh minyak jelantah.
Dalam kebijakan tersebut, Kementerian Perdagangan melarang penjualan minyak goreng dalam bentuk curah kepada konsumen mulai 1 Januari 2020. Ketentuan itu akan difokuskan untuk pasar tradisional yang selama ini menjadi saluran utama penjualan minyak goreng dalam bentuk curah.
Sebagai pendukung kebijakan baru tersebut, menurut Sahat, para produsen akan menempatkan alat yang disebut sebagai anjungan minyak goreng higienis otomatis (AMH-o) di tiap pasar tradisional. Mesin tersebut akan berfungsi sebagai pengemas minyak goreng yang dijual pedagang pasar kepada konsumen.
Selain itu, mesin tersebut juga akan berfungsi sebagai detektor asal-muasal minyak goreng yang dijual pedagang.
“Di alat itu juga akan dituliskan harga acuan minyak goreng Rp11.000/liter, sesuai Permendag No. 58/2018. Ketika minyak goreng dijual di atas harga tersebut, konsumen dapat melaporkannya. Produsen yang akan menegur penjual tersebut,” katanya.
Dia mengklaim ketika kebijakan pelarangan penjualan minyak curah dilakukan, harga minyak goreng tidak akan melampaui harga acuan yang ditetapkan dalam Permendag 58/2018 tentang Penetapan Harga Acuan Pembelian di Petani dan Harga Acuan Penjualan di Konsumen.
Kehadiran alat pengemas tersebut, menurutnya, akan menghemat biaya pengiriman minyak goreng kepada pedagang pasar hingga Rp1.000/liter -Rp1.500/liter. Alhasil, harga di tingkat konsumen akan tetap berada pada level Rp11.000/liter.

Namun, dia tidak menampik akan adanya protes dari masyarakat lantaran harga minyak goreng menjadi lebih mahal Rp500/liter. Pasalnya, dalam Permendag No. 58/2018, harga acuan minyak goreng curah ditetapkan Rp10.500/liter. “Maka dari itu, perlu adanya sosialisasi ke konsumen dan pedagang,” jelasnya.
Di sisi lain, dia mengatakan dengan adanya pencabutan pungutan ekspor CPO dan produk turunannya US$50 mulai 1 Januari 2020, akan membuat para produsen minyak sawit berlomba melakukan penghiliran untuk pasar dalam negeri.
Pasalnya, dengan diberlakukannya kembali pungutan ekspor yang bersifat gradual menurut jenis produk CPO, maka industri hilir seperti minyak goreng akan menarik.
Sementara itu, Sekretaris Jenderal Gabungan Pengusaha Kelapa Sawit Indonesia (Gapki) Kanya Laksmi mengatakan kebijakan wajib penjualan minyak goreng dalam kemasan akan menambah daya tarik industri CPO dalam negeri.
Hal itu, menurutnya akan membuat konsumsi domestik untuk produk CPO akan meningkat dan akhirnya mengurangi ketergantungan dari ekspor. Dia juga meyakini harga CPO global akan terkerek akibat adanya peningkatan permintaan dalam negeri RI.
Ketua Ikatan Pedagang Pasar Indonesia (Ikappi) Abdullah Mansuri mengatakan bahwa pemerintah harus melakukan sosialisasi dengan masif.
“Saya khawatir, para pedagang tidak mau menggunakan skema baru tersebut karena mereka nilai ribet. Apalagi harga jualnya lebih mahal dibandingkan minyak curah sehingga rawan tidak menarik bagi konsumen,” katanya.
Direktur Jenderal Perdagangan Dalam Negeri Kementerian Perdagangan Suhanto mengatakan fokus pemerintah dalam menerapkan harga acuan terdapat pada minyak goreng kemasan sederhana. Jenis minyak goreng tersebut, menurutnya lebih banyak dijual untuk konsumen pasar tradisional.
“Kalau untuk minyak goreng jenis premium kami tidak atur harga acuannya. Sejauh ini berdasarkan pantauan Kemendag, harga jual produk minyak kemasan sederhana masih di bawah harga acuan,” katanya.
