JAKARTA, KOMPAS.com – Menteri Perdagangan Enggartiasto Lukita meminta produsen minyak goreng untuk menjual minyak goreng kepada konsumen dalam bentuk kemasan dan memenuhi ketentuan yang berlaku.
Dia berharap awal 2020 tidak ada lagi minyak goreng dalam bentuk curah.
“Pada Januari 2020 nanti tidak ada lagi minyak goreng curah sampai ke desa, sampai ke pelosok hingga ke pasar-pasar,” ujar Mendag dalam acara “Launching Wajib Kemas Minyak Goreng Dalam Rangka Mendorong Peningkatan Penggunaan Produk Dalam Negeri” di Jakarta, Minggu (7/10/2019).
Enggar mengatakan, Kemendag berupaya meningkatkan mutu dan keamanan pangan yang dikonsumsi, salah satunya melalui program pengalihan minyak goreng curah ke minyak goreng kemasan.
Total produksi minyak goreng nasional per tahun mencapai 14 juta ton. Dari jumlah ini, alokasi untuk pemenuhan kebutuhan di dalam negeri sekitar 5,1 juta ton. Adapun sisanya untuk kebutuhan pasar luar negeri.
“Dari kebutuhan dalam negeri hampir 50 persen masih dikonsumsi dalam bentuk minyak goreng curah yang belum terjamin kebersihannya, baik dari sisi produksi maupun sisi distribusi,” ucapnya.
Menurut dia, kebijakan wajib kemas minyak goreng merupakan bagian dari program strategis pemerintah yaitu program peningkatan penggunaan produk dalam negeri.
Kebijakan tersebut untuk mendorong masyarakat agar mengonsumsi minyak goreng kemasan karena lebih terjamin mutu dan keamanannya.
Program ini telah dilakukan sejak 2014 melalui penerbitan kebijakan minyak goreng kemasan yang mulai diberlakukan pada 1 April 2017.
Namun, implementasi kebijakan ditunda dikarenakan belum siapnya produsen minyak goreng untuk memperluas unit pengemasan dan menumbuhkan industri pengemasan di daerah.
“Sejalan dengan penerapan SNI Wajib Minyak Goreng, kebijakan wajib kemas minyak goreng akan diberlakukan pada 1 Januari 2020 tanpa ada masa transisi,” ujar Mendag.
Mendag menyebutkan, sebagai salah satu negara penghasil dan pengekspor minyak kelapa sawit (CPO) terbesar di dunia, hal ini perlu dibarengi dengan penyediaan minyak goreng yang bermutu sebagai produk turunan CPO untuk memenuhi kebutuhan dalam negeri.
“Pemenuhan kebutuhan ini diharapkan dapat menangkal kampanye negatif produk CPO Indonesia dan pada saat yang bersamaan dapat meningkatkan kecintaan masyarakat akan produksi negeri sendiri,” kata dia.
Mendag berharap produsen minyak goreng nasional dapat mempersiapkan hal-hal yang dibutuhkan dalam penerapan kebijakan wajib kemas minyak goreng.
“Diharapkan konsumen Indonesia menggunakan minyak goreng kemasan hasil produksi dalam negeri yang lebih higienis dan sehat. Selain itu, dengan menggunakan minyak goreng kemasan dapat meningkatkan derajat dan martabat bangsa,” ucap Mendag.
